The designation “supplier” is used in this context to describe who is offering the fighter to Denmark on behalf of other governments. The American Government is the supplier of the Joint Strike Fighter and the Super Hornet, which are represented by the Joint Strike Fighter Program Office and the U.S. Navy International Programs Office, respectively. Germany is the supplier of the Eurofighter and is represented by the German Federal Ministry of Defence.

The designation “primary manufacturer” is used to describe the company that is the primary manufacturer of each candidate. The primary manufacturer manufactures the aircraft in cooperation with a range of sub-contractors.

“Government-to-Government” process
Procurement is carried out in what is known as a “Government-to-Government” process. This means a purchase and sale between two governments. The alternative would be direct purchase from the manufacturer of the fighter (“Direct Commercial Sale”). The process was selected on the basis of an expectation that information from a government that has itself procured and uses the product would have the greatest degree of validity.
