Denmark completes deliveries to Ukraine under the second instalment of windfall profits from immobilized Russian assets on behalf of the European Union
Denmark and Ukraine have finalized deliveries of weapons and military equipment produced in the Ukrainian defence industry amounting to almost EUR 830 million. The equipment was financed by windfall profits from immobilized Russian assets and used to strengthen the defence capabilities of the Armed Forces of Ukraine on behalf of the EU.

From February 2025, Denmark has been EU implementing actor for the disbursement of part of the second instalment of windfall profits through the European Peace Facility.
“I am very proud that Denmark has been trusted by the other EU Member States to serve as an implementing actor for the use of windfall profits from immobilized Russian assets to support Ukraine. Procurement through the Ukrainian defence industry has many advantages including fast deliveries, competitive prices and the best outset of conducting training and maintenance near the frontline. I am proud that the “Danish Model” continues to make a difference for the Ukrainian fight for freedom,” says Minister of Defence Troels Lund Poulsen.
By the end of October, the deliveries of Ukrainian produced artillery systems, drones and ammunition were finalized. With those deliveries, approx. EUR 830 million are channelled into the Ukrainian defence industry supporting the Armed Forces of Ukraine.
This is the second time Denmark has served as implementing actor on behalf of the EU. The first time was in 2024, when approximately EUR 390 million was directed to the Ukrainian defence industry under the Danish Model.
The Ukrainian defence industry has shown remarkable resilience, innovation and speed. By using part of the windfall profits directly in this industry, we are ramping up the Ukrainian production capacity and making it stronger for the future.
Facts:
- Approx. EUR 2.6 billion is so far expected to be channeled through the Danish Model for donations through Ukrainian defence industry in 2024-2027.
- Approx. EUR 1.3 billion of those are windfall profits from immobilized Russian assets spent on behalf of the EU through the European Peace Facility. Approx. EUR 80 million (third instalment) are still to be utilized this year.
- Denmark has allocated almost EUR 900 million from the Danish Ukraine Fund for donations procured in the Ukrainian defence industry from 2024 to 2027.
- Several other countries including Sweden, Canada, Norway and Iceland have also contributed financially to the model.
