Forsvarsminister Troels Lund Poulsen har i dag underskrevet en hensigtserklæring om, at Danmark skal støtte Ukraines cyberforsvar og IT.

 

Danmark har hjulpet Ukraine på cyber-området siden Ruslands invasion i februar 2022 og har bl.a. doneret software til at styrke det ukrainske cyberforsvar. På dagens møde i Ramstein gav Danmark også sin støtte den estiske-luxembourgske IT-koalition.

CONCERNING THE IT COALITION FOR UKRAINE

 

The Ministry of Defence of the Republic of Estonia, the Minister of Defence of the Grand Duchy of Luxembourg, the Ministry of Defence of Ukraine, and […], hereinafter referred to as “Participants”;

 

  • Acknowledging the shared conviction that continued support to Ukraine is of the utmost importance in the light of Russia’s brutal and unprovoked aggression;
  • Recalling that at the Ukraine Defence Contact Group meeting held on 15th June 2023, Ukraine announced the establishment of an ‘’IT Coalition’’ led by Estonia and Luxembourg on behalf of Ukraine;
  • Considering the importance of secure and reliable ICT infrastructure for the Ukrainian Defence Forces;
  • Recognising the mutual benefits and importance of targeted cooperative efforts between nations to effectively aid Ukraine and support global peace and security;
  • Noting the framework of existing cooperative arrangements which may be leveraged in support of cooperative efforts; and
  • Expressing their intent to work together in the spirit of trust and cooperation for the benefit of Ukraine.

The Participants hereby declare their intent to investigate the establishment of the IT Coalition support programme for Ukraine with the objective to consider potential contributions in order to support building a secure, reliable and resilient IT infrastructure for the Ministry of Defence of Ukraine and the Ukrainian Defence Forces, which inter alia enables Ukraine to be more efficient and effective on the battlefield.


The IT Coalition for Ukraine is open to other member states of Ukraine Defence Contact Group and partner nations willing to contribute to the success of the IT Coalition, subject to Participants´ approval.

 

The Participants intend to establish appropriate international instrument(s) and provide necessary information to facilitate this cooperation, subject to their respective national approval processes and in accordance with respective national laws and international commitments.
 
This Declaration of Intent does not constitute a legally binding commitment to fund or participate in any activities or cooperation, nor does it represent a legally binding commitment between the Participants under international or national law. Any legal or financial or any other type of commitment of any Participant is subject to the establishment of appropriate separate
arrangements, subject to each Participant´s or their government’s national approval procedure.
